Appendices to Discipline Monitoring Report (Semi-Annual Report), July – December 2018
This report summarizes the California Department of Corrections and Rehabilitation’s internal investigations and employee discipline cases the OIG monitored and closed between July 1, 2018, and December 31, 2018. We found that the Office of Internal Affairs timely processed the vast majority of referrals regarding alleged employee misconduct. However, we also found that the Office of Internal Affairs did not always complete criminal investigations prior to the deadline to file misdemeanor charges and routinely delayed opening several investigations, unnecessarily costing the department and taxpayers $45,600. We also found that the department delayed serving disciplinary actions on employees in 49 percent of cases involving peace officers, which cost the department and taxpayers approximately $108,400.
